Advice in love please help?

I'm 18 right now and I fell in love with my best friend shes an amazing girl she's kind, smart, cute, and shes very responsible I fell for her 2 years ago I flirt with her she smiles and says I'm a perv in a flirty way I've told her that I love her but she turns around shyly and says she has to go yesterday I walked up to her and kissed her she kissed back and an ran away again today I called her but she didn't pickup so I walked to where we first met she was happy to see me but didn't say anything we sat there till morning but I don't know what to do any advice?
